What is the Hannibal Directive:
The Hannibal Directive is a military procedure used by the Israeli Occupation Forces (IOF). Named after an ancient general who poisoned himself to prevent being captured alive, the Hannibal Directive allows Israeli forces to take any means necessary to stop Israelis from being captured alive – even at the cost of killing the captives. The directive was introduced in 1986, following abductions of IOF soldiers in Lebanon, and resulted in multiple prisoner exchanges.

Previous Prisoner Exchanges:
Below are a few prominent prisoner swaps Israel has done before Dec 2023 with the Gilad Shalit exchange being one of the most prominent ones - in which 1027 Palestinians were released in exchange for occupation soldier Gilad Shalit.
1983: Ansar Prison Camp Exchange
Israel exchanged over 4,500 Palestinian prisoners for six Israeli soldiers.
May 1985: Jibril Agreement
Israel released 1,150 prisoners in exchange for three Israelis captured in Lebanon.
1996: Israel-Hezbollah Agreement
Israel and Hezbollah swapped the bodies of 123 fighters for the remains of two Israeli soldiers.
2004: Elhanan Tannenbaum and IDF Soldiers' Remains Exchange
Israel released 436 prisoners, including Palestinians and other Arabs, in exchange for Israeli businessman Elhanan Tannenbaum and the remains of three soldiers killed in 2000.
2008 (Samir Kuntar and Bodies of IDF Soldiers):
Israel released five Lebanese prisoners, and the bodies of 199 Lebanese and Palestinian fighters, in exchange for the bodies of two Israeli soldiers, Ehud Goldwasser and Eldad Regev.
2011 Gilad Shalit Exchange:
Israel released 1,027 Palestinian prisoners in exchange for Gilad Shalit, an IDF soldier who was captured in 2006 by Hamas
